We reckon these skis hail from the 1940s or so.  Sverre Østbye was a Norwegian ski jumper and later a maker and seller of ski products.  This pair has metal edges, but it is narrow enough to be considered a "backcountry" ski.  The bindings have been cobbled together over the years and parts have been lost - the astute observer will notice the Tempo foot plates and the very early Kandahar front clamps, indicating that during these skis' last period of use different binding types were combined.

For the adventurous buyer who wants to give these a try (use at your own risk!) Skifabrikk sells NOS Kandahar, Gresshoppa, and Tempo bindings.
